Application for the Issuance of a Certificate

Application procedure

  1. Filing an application

    A Korean national who is not currently in the Republic of Korea and has emigrated to a foreign country and a Korean national who is on a long-term business trip, studying, or traveling abroad may apply for the issuance of a certificate of registered matters at an overseas Korean diplomatic mission through the computerized information processing organization system.
    A certificate of registered matters, which is applied for through the computerized information processing organization system, is issued and sent by the Family Register Office for Overseas Koreans to the relevant overseas Korean diplomatic mission.
    However, the Korean Embassy in Japan or the Consulates General of the Republic of Korea in Osaka, Fukuoka, New York, Los Angeles, Sydney, Qingdao and Ho Chi Minh directly issue certificates of registered matters as they have family relation registrars dispatched by the Family Register Office for Overseas Koreans.
    An application for issuing the certificates must be accompanied by supporting documents that can verify the applicant has the rightful authority to apply under the law.

  2. Kinds of certificates issued by computerized information processing organization

    Certificates issued by computerized information processing organization include certificates of registered matters, certificates on a closed register, and certified transcripts and abstracts of the former family register(JeJeok Deung-Bon).

  3. Grounds for return

    If it is possible to issue a certificate of registered matters under relevant provisions based on an application for issuance, the public official in charge of the Family Register Office for Overseas Koreans shall send the certificate of registered matters in the form of a digitalized document to the relevant overseas Korean diplomatic mission via computerized information processing organization.
    If the certificate cannot be issued, the public official shall notify the relevant overseas Korean diplomatic mission of the reason for the inability to issue it via computerized information processing organization.

Example of Specific Grounds for Refusal
  1. When a copy of the applicant’s identification certificate has not been submitted
  2. When a power of attorney cannot be considered valid because more than one month has elapsed from the date of the issuance of the power of attorney
  3. When it is impossible to issue a certificate because the resident registration number does not exist or is unknown, and the place of registration is also unknown
  4. When the purpose of the application is unclear or unlawful
  5. When the quality of a scanned document is poor (for example, the face in the photo in the passport is unidentifiable)

  6. When accompanying documents are insufficient
  7. When a foreigner who applied for the issuance of a certificate of marriage with the divorced spouse omitted the spouse’s place of registration
  8. When there is no place of registration in the application submitted via mail at an overseas Korean diplomatic mission
