Application for the Issuance of a Certificate

Purpose of Application

The purpose of application shall be stated in the application form submitted for the issuance of a certificate of registered matters.

Example of the Purpose of Application

State the specific purpose of application clearly

- For identification (×) → For the identification of heirs following the death of the father ○○○ (○)

- For submission (×) → For the submission to the embassy for the issuance of a visa (○)

When it is found that the purpose of an application for issuing a certificate of registered matters is clearly unjust, such as violating the privacy of the persons recorded in the family relation register, the issuance of the certificate may be denied.
The unlawful purpose of an application exists where the applicant attempts to know information that people usually avoid making known to others, such as the fact that a person was born out of wedlock or a record of divorce, only out of curiosity without good cause, or where the applicant applies with the intent to use records of status in the family relation register for a crime. Whether or not an unlawful purpose exists shall be determined based on the statement written in the purpose of the application space and the content of supporting documents.
If it is mandatory to state the purpose of the application, but the applicant omits the purpose or where the applicant’s description or purpose is false, the application may be considered unlawful per se.
